Could anyone out there provide me with a checklist of things to do before and after changing the domain name of a website? I want to shift my one-year-old website to a new domain name but I'm not well aware of technical SEO issues which I would face when the website is migrated to a new domain.

If all you're doing is changing your TLD then all you're doing is a site migration and then you got to change the permalink structures and you have the exact same website. You can expect a temporary dip in the ranks but they will recover.
However if you're doing a rebranding or redesigning then there's a lot of SEO strategy that can be implemented, far too many for any of us to guide you with just one Facebook thread, especially since SEO is such a subjective or circumstantial thing. SEOs would have to study your industry niche and your Brand's web presence to know exactly what you might have to do in such a case.
