I bought a small site in tech niche that has 5 articles only and its traffic was 300 visitor monthly but now is 50 only per month and the owner did not do any links. The site age is 2 years, the question is Is better to work on it or to buy a fresh domain and work on it?

More importantly - do you want to grow a tech site? You need to be committed and very active in the tech space to be successful. There isn’t much evergreen about tech.
Your domain doesn’t have much traffic or any brand recognition but it has age and Google recognizes it for something. If it’s clearly descriptive and short or it’s unique and brandable, then stick with it. If not, get one that is.
