blog posts: main category > sub categories > sub sub categories page: since no pagination or category we can assign the page to, most people will insert the page into menu or footer widget
woocommerce products: main category > sub categories > sub sub categories
If you see top ten sites in serp ranked for woocommerce product category page, yes, you can also do the same, do not no-index product category page but if you do not see any site there, some people may choose to no-index ( google will still crawl, then go deeper into any internal links from there ).
Overall, thin content or pages that you know you can not even rank, noindex is a wise decision.

If you are using generatepress, they have a snippet where you can only show category description in page 1 and hide on the category achieve pages. Alternative, you can create a custom category page with unique content and use some 301. Hope this help.
