I see one of my client's competitors has put 5000+ backlinks in various blogs in the last 2 weeks. His website is a technology website and he has put comments on various niche blogs. Most of these comments contain links to his website on adult keywords which I cannot write here. It is kind of black-hat SEO. He was ranking between 8-10 on Google's first page. Now he is in 2nd position and that has put me in 3rd position. Doesn't Google make a penalty on such off-niche off-topic backlinks? What can I do in such a case to get my ranking again at #2?

Are you constantly monitoring your competitors backlinks at all times? Or did you notice the back links after changing rankings? Those links would not affect your competitors rankings. If they had any effect they would make it rank for the adult keywords but not for anything relevant to the site. Additionally that is comment spam so that has no effect either, it's super easy to ignore. What you're seeing is pure coincidence. And I have a feeling that you never noticed those links until you went checking after your clients site started going down. So it might be that those links had already been there. One thing I'm confident of is that those links had zero to do with the change in rankings.
